You use “Ugiye he” to address to 1 or many people at once.

Tugiye i Kigali

To respond to where are you going, you can say “Tugiye i Kigali”, meaning we are going To Kigali, “Tugiye i Nyamirambo”, meaning we are going to Nyamirambo.

Other examples:

Ngiye

You use “Ngiye” for singular form of “we are going”, meaning I am going.
